CHAPTER 121

NATIONAL ACTIVE AND RETIRED FEDERAL EMPLOYEES     CONSTITUTION

ARTICLE I.  NAME

This Chapter shall be known as the James Chester Thomas Chapter Number 121 of the National Active and Retired Federal Employees, located in the City of Greenville, State of South Carolina.

ARTICLE II.  OBJECTIVES

Section 1. The objectives and purposes of this Chapter shall be to support and work toward the objectives of the National Active and Retired Federal Employees (the Association) set forth in Paragraph 3 of the Association's Articles of Incorporation. In furtherance of these objectives, this Chapter shall conform to the Bylaws of the Association. It shall operate in unity with the policies established by the Association's national con�ventions and its National Executive Board, together with other activities for the preservation of American institutions and ideals as shall be espoused by the Association.

Section 2. This Chapter shall not enter into activities, arrangements, or agreements that are in conflict with programs or activities of the Association.

ARTICLE III. MEMBERSHIP

The membership of this Chapter shall be composed only of members in good standing of the Association. No person so eligible shall be excluded from membership in this Chapter.

ARTICLE IV.  DUES

The Chapter shall fix for its treasury only such dues as may be necessary to meet the expenses of carrying out its business and functions. Any Chapter document relating to dues or contributions must contain this statement: "Dues payments and gifts or contributions to NARFE are not tax deductible as charitable contributions for fed�eral income tax purposes." 

ARTICLE V. OFFICERS

Members of the Chapter shall elect a President, a Vice-President, a Secretary, a Treasurer and such other officers as are designated in the Chapter Bylaws. All Chapter officers, elected and appointed, shall be members of the Association. Officers shall hold office until their successors are elected or appointed and have been duly installed.  

ARTICLE VI.  DELEGATES TO NATIONAL CONVENTION

Delegates to the Association's National Convention shall be elected by the Chapter's voting members in accordance with the National By�laws and Federation guidelines, as soon as practical after the official count of membership and delegate strength is issued by the National Headquarters.

ARTICLE VII.  BYLAWS

This Chapter shall adopt such Bylaws as are deemed appropriate and necessary for the orderly and effective functioning of the Chapter. Bylaws must be consistent with the Chapter Constitution and the Association's Articles of Incorporation and National Bylaws. Chapter Bylaws shall provide the method by which they are amended.

 

ARTICLE VIII. AMENDMENTS

Amendments to this Constitution must be made as specified in Article VII of the Chapter Bylaws. Amendments to the Chapter Constitution must be approved at National Headquarters before becoming effective
